Gameplay wise, Morrowind beats Oblivion in many aspects. I run Oblivion heavily modded as well and can honestly say that my Morrowind game looks vastly superior to a stock Oblivion and is within striking distance of my HEAVILY modded Oblivion graphics wise. If there is something you want to add/change/modify or drastically alter to this game, there are simply at least a hundred of them that will do exactly that, pick the one you fancy most. Want more quests, download them for free, there are thousands of them from small to massive. I also run a side program called MGE that makes the game use DX9 and lets you set variables like infinite view distance ala Oblivion. I run a total retexture pack that updates absolutely every item be it fork or mountain or armor or clutter in the game.
